Tip, the primary intent was to simply lay out the body of the complaint filed by Ed More against Pima County. The dual is between soccer and horse racing for the highest and best use of Rillito Park.

If I were a developer with an eye on Rillito, I would want the horse people off the track. I know I couldn’t be upfront about my intentions but if someone else (soccer ) were instrumental in moving horse racing somewhere else, the ease of my takeover would be assured. If at a later date soccer was offered another even bigger place to play, they would move quietly. If I were the developer I even might come out looking like a good guy. Of course it would be a big help if I was able to get the inside help of some county officials. I know the plan would take many years but I would be willing to wait. Now if I could just get Moore and the rest of his friends to cave.
