There isn’t one and the direction of the movement is decided in a non-centralized manner in a day-to-day, moment-to-moment manner based on consensus (IMO).  It’s hard for us old fogies to understand, but that’s “how they roll”.  At the same time it’s hard for this old fogie to “get it”, I find it equally hard to understand the frustrations our older generation has with the movement as expressed by the constant questioning along the lines of “What do you want and what is your plan to get it?”
